When does the new Pharmacy Benefit Reform Law take effect?

Registration Information for PSAOs, PBMs and Auditing Entities
Pharmacy Services Administration Organizations (PSAOs)
When do PSAOs need to comply with Act 77?
PSAOs should be making plans immediately to comply with the different provisions in the law.

Registration: To conduct business in Pennsylvania, a PSAO must pay the $500 fee and register with the Department by November 14, 2024. PSAO online registration is available through Sircon. Registration
is for a term of two years.

Reporting requirements: Beginning November 14, 2024, PSAOs will have an ongoing obligation to report changes in ownership to the Department. Changes of Ownership may be emailed to the Department's Company Licensing Division at ra-in-companylicense@pa.gov.
PBMs & Auditing Entities
When do PBMs and Auditing Entities need to comply with Act 77?
PBMs and Auditing Entities should be making plans immediately to comply with the different provisions in the law.
Registration/Renewal: Beginning November 14, 2024, the initial registration and renewal fees for a PBM or Auditing Entity will increase to $10,000. Online registration/renewal will be available through Sircon beginning November 14, 2024.
PSAOs, PBMs and Auditing Entities who are not able to register or renew using Sircon or would like to pay via SnapPay can contact the Department's Company Licensing Division by e-mail at ra-in-companylicense@pa.gov or by phone at (717) 787-2735. There is no service fee for Snap Pay ACH payments.
