When does the new Pharmacy Benefit Reform Law take effect?

Pennsylvania's new Act 77 of 2024 - the Pharmacy Benefit Reform Act will impact entities and the public at different times.  A full implementation schedule and additional information about compliance with Act 77 is available on the Pharmacy Benefit Reform Act Laws & Regulations page.​

Registration Information for PSAOs, PBMs and Auditing Entities​

Pharmacy Services Administration Organizations (PSAOs)

​​When do PSAOs need to comply with Act 77? ​
​PSAOs should be making plans immediately to comply with the different provisions in the law.

• Registration: To conduct business in Pennsylvania, a PSAO must pay the $500 fee and register with the Department by November 14, 2024. Online registration is coming soon. Please continue to check this page for additional information and updates. Registration is for a term of two years.
• Reporting requirements:   Beginning November 14, 2024, PSAOs will have an ongoing obligation to report changes in ownership to the Department.  Changes of Ownership may be emailed to the Department's Company Licensing Division at ra-in-companylicense@pa.gov.​

PBMs & Auditing Entities

​​When do PBMs and Auditing Entities need to comply with Act 77? ​
PBMs and Auditing Entities should be making plans immediately to comply with the different provisions in the law.​

• ​​​Registration/Renewal: Beginning November 14, 2024, the initial application and renewal fees for a PBM or Auditing entity will increase to $10,000. Online registration/renewal is coming soon. Please continue to check this page for additional information and updates. ​
